CW already has nailed one DC Superhero TV show as a credential in the form of Smallville which enjoyed a 10 year run on the station. Additionally that show featured The Green Arrow in it as well and they handled him well enough that I believe the character can headline a show. (Although it should be noted this version has no association to the one portrayed by Justin Hartley).
